Age limit on facebook

I was inform by some police officers that you are breaking the law if you use facebook under 18, yet facebook say 13 Who's right ?

Talking about this I just read an article at http://www.bestchildinternetsafety.com/2009/07/internet-safety-online-for-children/#more-172>
and I thought that this really touches close to home, they really should impose something like this on site moderators

Thank you, that has helped. Yet I am puzzeled why the police officers told my family that. They said it was a adult site only,which is not true if 13 can use it.
